Loo gauge?

I have no idea what this means.

If measuring the amount of water contained within then,

Measure how much a bucket takes.
Fill the bucket
Empty Loo and hold up the floaty thing
Fill loo with water from bucket and see how much it takes.

I tend to find measuring water in my system tricky, so what is the best loo gauge on the market.
