I am not sure how well thought out it is. But taking advantage of it makes sense, if you are a supreme leader/despot power broker type.
Getting two enemies to fight like rats in a sack is as old as the hills, then giving the losing one a bit of help to keep them bleeding each other
of course, the poor innocents caught up are the ones that suffer, as usual

If they get Syria then Iran will be next in a few years by the same model. Cuts out the messy ground war we know that will eventually have to come.
I think it is wrong to continually look up on western foreign policy as a shambolic mess even if it does seem that way, it has resulted in global control for quite a long time. There is method in there.

Create an internal situation where anyone wishing to remain in power is completely reliant upon outside help, then you have control of that country. UK/US/EU effectively have control of Iraq, Libya, Afghanistan through this now and will have control over them for decades.
The west has been keeping this civil war going for a while, they could have backed Assad at the start and it would be done now, tulipe country to live in, but no civil war.
