    But it couldn't be selective, the banks would need to publish lists of debtors, and wouldn't that bring down those businesses and institutuions who were struggling to pay back the banks?
    Who would want to trade with or set up new accounts with a business that was shown to be struggling with cash flow problems?
    When appointed as a CDMc or PM on a project, one of the requirements is to ensure that any contractor or PC has sufficient resources, and I certainly would reject any company shown to be struggling with bad debt to a bank.
