    I think there are degrees of racism.     From what I understand of the law, it is all down to context; if you are with a Pakistani friend down the pub, and call him paki, and he is not offended by it, it's not 'deemed' illegal. However, the moment you say it to someone you don't know, in any way that could be construed as offensively, its off to Crown Court for you.

    I think there are a lot of parallels with the Suarez thing, to be honest, as his defence was he was saying it in a friendly way, which would have been seen as culturally correct. But he didn't, which also has parallels to the OP
