I always assumed it was to give the knees some sort of protection, goal keepers seem to do it the most and I would have though that was to protect them when sliding in on a ball.

I wear my footy socks like that. Lots do. We just... pull them up. We've discovered it's easier than neatly folding them down below the knee, just so, for no apparent reason.
