Go baldly where no baldy has gone bald before. Apparently Obama is interested in space and makes regular jibes at Kirk's expense, no idea why.

Multi Function Displays are the key (MFD's). Some come built in like TransX but search for Interplanetary, Lola, Base Land, etc. The stock Delta Glider is useful but track down the DGIV version and addons.

    Orbiter Mods

For Apollo search for NASSP and AMSO.

Prepare to get hooked. Taking the DGIV to LEO and rendevouz / dock with the ISS is a milestone as is getting to the Moon and making a landing (mess it up but you've planned a free return trajectory anyway). Get that out of the way and get ambitious with a trip to Mars or the outer planets...

Then there are the shuttle missions, historic missions like Mercury, Gemini...

Then comes planning the slingshot missions and the grand tour.

Lots of fun recreating the Apollo mission in real time.

No, getting free healthcare for everyone, that sort of thing. I'm sure OB doesn't give a about NASA.

Yes, this was to "cut costs".

After that completely new investment was provided and it's complete coincidence that parts of older programs got reused.

I thought they'd only recently pulled the plug on the Constellation programme - that was supposed to have ultimately had the goal of sending someone to Mars after having done a few missions to the moon first. I seem to recall Obama canned it as they couldn't afford it any more.
