Looks to me like people are just copying the rep sigs that others have left for them.

So if I were to sign mine:

Winner! Admin xxxx

That person could easily rep someone else as:

Winner! Admin xxx

Making it look like I had left the rep rather than someone else. Looks like this is all that has happened here...
