    But it looks like one of his cronies is trying to get the ball rolling again.
    The government says it aims to make the second chamber "effective, legitimate and more representative, without challenging the primacy of the House of Commons".
    or, in other words:

    The second chamber will have no powers, and the government will pass whatever sh1te legislation it likes, as it has done since 1997.
