I imagine that if they are serious about raising money using that stuff they would get a lot more if they provided the policewoman with the lingerie.....

Thats an interesting transfer of wealth from the insurance companies to the police.
I'm guessing things that haven't been reclaimed by the owners have been replaced for new (more expensive ) items through insurance claims.

It looks as though the shoplifted stuff has been used as evidence and not returned to the shop concerned:

"It is quite easy for shop lifters to grab so we get lots of small things like clothing, jewellery and perfume."
