How long to wait till getting speyed

I have a Russian friend (well, colleague I suppose, well actually acquaintance, well there's this Russian I know who's so ugly he can't even pick up Scottish girls) and as he little use for his genitalia he was thinking about getting speyed.
How long should he wait before having the op?
