I worked on a project where the client (the police) insisted on remaking a mainframe app to run inside a browser but it has to work exactly like the legacy app. Look and feel, keystrokes, even the bugs had to be copied.
I have never seen so much javascript. the real fun started when they wrote it all for IE and then some of the forces said they would be running on firefox.
I just ended up leaving after 6 months. It never worked unsurprisingly.
I did one exactly the same in Holland, I left after 6 weeks after telling them that the software company had been telling them a few porkies about how long it would take. There were over 60 applications with a few hundred COBOL programs I had to 'web-enable' and they were told it would be a matter of weeks to do. My estimate of me doing it alone was about a year...
Its not just the septics.....
I've lost count of the number of Clients who want that latest whizz-bang toy/system (because it is the latest whizz-bang toy/system) and then proceed to neuter it and try to make it work "just like <insert legacy system>"
cos its "always worked like that".........

All day long people have been walking in and out of the office I share drinking Sekt and beer and eating snacks, making a noise and sitting either on my desk or in my chair when I go to the bog. Did I get any work done, did I get offered any booze? Like buggery
