Europe 'behind on Kyoto pledges'
The Institute for Public Policy Research (IPPR) found that ten of 15 European Union signatories will miss the targets without urgent action, and France, Greece and Germany are given an "amber warning" and will not reach targets unless they put planned policies into action.

Only Sweden and the UK were on course to meet their commitments. (It should be added that the UK wouldn't have either, but they unilaterally changed their targets earlier this year.)
What a surprise. Kyoto was all about hot air, and here we see it in spades.
