What has he done?

Taliban commander Mullah Baradar 'seized in Pakistan'

What has this Mullah actually done? Apparently he is now "providing intelligence" to the Pakistan Secret Service, i.e. being waterboarded for everything he's got.

If Mullah came to Britain, what would Scotland Yard charge him with? Being a Taliban commander without a licence? Or would we just give him a 5 bed house in Maida Vale?
