Could form a co-op that would offer IT services as an alternative to the incumbents, and we'd probably be cheaper than HP or the like with all their offshoring etc, whilst keepsing the jobs and skills onshore.

We as contractors fund the agency (non profit making) with a monthly fee.
Hopefully it will undercut all other agencies and put them all out of business in a matter of months.
