    Holy tulip.

    It would seem that I used to be single-handedly responsible for about 0.3% of the cigarette butts dumped on the streets of the City.

    Last year special smokers' debris bins did start to appear attached to some sign-posts in the City and these were great but I found that the positioning was inconsistent from street to street so you never really knew if you were about to come across one or not. There would be no excuse not to use them otherwise.


    Friends in Singapore did used to tell stories of how it was common to see the waste bins on fire because people would not dare put their fags out on the ground.

    My experience of France is that they let their dogs tulip on the pavement and never clean it up

    I travel to Paris now and again; and you'll notice how people there smoke with impunity and good on them I say. So expressive the Parisians.

    However there's no need for such enforcement like this topic because the Parisians respect the city and don't drop litter like the brits. People in the UK just don't give a sheet, it's sad really.

    I'm always embarrassed when I visit other European cities and I see how clean the streets are.

    Yet another unenforcible money maker that in practice will, as you say, be used against "soft targets". Surely the whole idea hinges on the smoker being seen to drop the fag? So they'll just drop them surreptitiously. Or flatly deny it was theirs, what then, does expensive DNA testing come into play? What if they drop the fag down a drain, they've been seen, but there's no evidence.

    If you want to drop a dog end, put in a black bag with some bags of other rubbish and dump it on a public footpath. It's cheaper:
    Tatem Bould, of Cottingley Gardens, Leeds, was fined £50 for flytipping household waste on a public footpath on Cottingley Approach and ordered to pay court costs of £100;

    Grace Lovet, of Brompton Row, Leeds, was fined £50 for fly tipping black bags of household waste on the corner of Brompton Row and ordered to pay court costs of £100;

    John Sweeney, of Mead View, Holmewood, Bradford was fined £50 for not having a waste carriers licence and illegally transporting waste and ordered to pay costs of £200.

    Of course not Tony. That would require a level of coordination far beyond the ken of local government. No, this latest initiative will be run by a new agency that will have no connection with existing bodies. That will ensure the max number of new employees on HMG/Local Council Payroll and exponentially help the job stats once the ONS have finished massaging the figures.

    A number of towns in Germany already do this (Frankfurt for one) and I don't mind. They provide litter bins which have 'ashtrays' built into them or even in some areas just ashtrays.

    If they want to enforce this then they have to provide bins or places to dispose of the butts! I am a smoker and having grown up in Singapore where there is a fine of between $1,000 - $2,000 (about £300-£600) if you litter. Now this was not a problem as there are bins every 10 meters so you would actually have to go out of your way to be messy! I hate having to dispose of a butt on the street but in London there are very few places you can dispose of them. If they want to crack down at least provide places to dispose the butts, otherwise target everyone who litters and also spits! (which IMHO is bloody worse!)

    Go it in one.

    Will a gang of yoofs in London (probably carrying heat) be asked to pay a fine? Not a chance. As you say, middle class types and tourists.

    And it's another step towards totalitarian state, everything monitored, no right to trial, on the spot fines.
