    I think I read about this a few days ago.

    If the link is still down, I believe the general gist is to discourage banks from hoarding their capital reserves and to lend it out to the common folk.

    Yeah, I got the high user load message as well. I wouldn't get too excited about the message being in English; much cheapness and plenty quickness is not noted for fluency in European languages.

    (And why is that in English?)
