Maybe the lack of Northerners on London based bodies such as the 'Arts Council' is something to do with the fact that we don't like stinking, overpopulated, impersonal cities like London full of gobsh1te cockneys (although we have to put up with the latter every time the scum have a home game).
As Equalities Minister though you would expect there was little else to do but go around seeking potential inequalities.

What a farce. Talk about not seeing the wood for the trees!
When the office is in London you are likely to get Londoners filling the positions. There is no requirement to have an understanding of the "application" in most of these jobs.
Try distributing your departments accross the country, possibly placing some in sensible regions. It would make sense to have a Scottish Office based in Scotland. Why have the ministry for agriculture based in a city? Then you might get soem local or subject specific knowledge too.
