Seeing the plane that low probably spooked quite a few folks.
Then seeing the fighter trailing it probably confirmed in their minds that it was a hijacked plane and the fighter was either "escorting it" or lining up for an attack.

Utter plonkers.
I'm sure that if they had publicised it, there would have been no problem. I guess loads of people would have been out and about to catch a picture of Air Force One flying around their city.
They probably thought some nutter would want to try and shoot it down, but it's hardly likely to happen if the president isn't aboard (so strictly speaking it wasn't AF1).
