    Hasn't there been a "pre-budget" annoucement of 15Bn of "efficiency savings" with an emphasis that these are not cuts.

    FFS, either
    a) These are cuts - in which case be honest about it
    b) There is fat to be trimmed, in which case who's to blame for allowing the fat to develop in the first place - why weren't these savings made years ago.
