Banks should do simple things and charge for them reasonable fee: sending money around, taking deposits for safe keeping and investing them into something liquid and safe (gilts).
Companies that put money into derivatives, CDTs, etc should have a BIG sign "CASINO" put on them and never be able to take deposits or have liabilities more than they have cash deposited in a proper bank.
