Obama broke it and shook hands with him at his (Obama's) instigation. The copper briefly offered his hand to Brown too, not to appear rude I suppose; Brown stuck to normal and didn't shake it, which didn't surprise the copper.
Nothing to see here, guys, don't try to make something out of it.
