The critical question is 19% up from how many?
19% of a big number is quite a lot, 19% of a small number amounts to bugger all.
Stating a percentage increase is a classic "lies, damn lies and statistics" tactic that is thoroughly deceptive.

Big rise in number of Mortgage approvals
The number of mortgages approved for house purchase jumped by 19 per cent during February and borrowers repaid a record amount of debt the Bank of England said today.
