It is believed that Pakistan is harbouring / breeding / training terrorists in the country (not all related to Osama's cells). The Pakistan Govt. is banging on about how they are going to clamp down on the war on terror in their country, however these groups are using political terrorists are playing on this and causing tensions between nations (such as India and Sri Lanka and the west) to bolster their cause.
