I think we're going to have a data-warehouse state, where there is enough statistical information which can be mined to know whether you:

a) might be a terrorist
b) might be an organised criminal
c) might be dodging your taxes
d) might be Icelandic...

Many people will be caught by false positives and it will be up to them to prove themselves innocent. Like the current situation with identity theft.

The banks are already doing this. They are losing the battle against fraud, and their answer is to block any transaction that looks 'suspicious'. So if you go on holiday you may find (all) your cards blocked. A false positive. You then have to run around phoning up the bank at your expense and get your card unblocked.

Governments never admit their faults especially British ones, they believe that deception pays dividends.
