Usually these sort of books are written when the system (eg greyhound racing) no longer works and the author just wants to extract a bit more cash out of a dying idea.

Not sure this guy knows what he is talking about. On page 8 he says:

If he's getting confused between income tax and VAT, it's a little worrying...

I think an editor has been over enthusiastic or the writer forgot to say all they meant. I reckon he was saying that an IT contractor doesn't have to spend all that VAT as they can claim some of it back, whereas a permie has to pay all that VAT as they have no chance to reclaim.
