I agree. I have had my Ltd co website for over 5 years and it has lots of case stidues etc packed with great key words that Google finds no trouble. I have had 1 paid day of work from my website in that time. I have had many Engineers stuck for inspiration emailing me or calling me what they always intended to be free advice. Early on I made the mistake of going to a supposed reputable client and looking back on it I told him everything he needed to do to NOT hire me!
Now I just say "if you want to know that, you need to pay me first". They never do........
Ah yes, I have had many calls and emails from people wanting a job, a free introduction to clients, a free supply of vendor's manuals, free training, free answers to tech questions, free help in coding .....
and wanting me to pay to be included in their listing, or buy printer supplies, buy CD-Roms of addresses that I can spam, take out health care with somebody I've never heard of......
not to mention apply for a permanent job that is no match for my skills on salary too low in a country that I don't have a visa for.....
Compared to all that, I really don't mind being called by agents even if I don't want the contract that they might have
I've never once contacted an agent with my CV, but I HAVE posted it on Jobserve/Jobsite.
Therefore, I deduce that every single one of my gigs have resulted directly from doing this.
Obviously I've had hundreds of calls from the nobbas, but in general I reckon agencies get the online CV's, store them, then phone you when a job comes in.
At least that's what's happened for me.
But I'm in quite a cliquie Oracle Apps world.

I've sent an up-to-date CV when an agent has contacted me, but the vast, vast majority of my work has come from applications to Jobserve. I've had a couple of word-of-mouth / already spoken to the agency jobs, but they are rare for me.
I've never once contacted an agent with my CV, but I HAVE posted it on Jobserve/Jobsite.
