Don't understand why so many people ignored the warning and didn't evacuate.

Suppose Zeity is grateful he only had to suffer a few rain drops.

It's a bit confused. I think they may only have begun to evacuate. About one million people have been advised to leave their homes, and the authorities have laid on more than 1,000 buses to facilitate the evacuation. Authorities fear 130 mph winds. Hardly surprising eh?
