I think it is something to do with them being conscripts. They are required to serve so the least they can do is try to get their remains back.

Hezbollah get 5 live prisoners back plus the remains of 200 or so dead palestinians.

Israel get 2 dead soldiers back.

Hezbollah might have had the stronger negotiating team, but they don't seem to have had the stronger shooting team, going by those figures.
