It is the Standardised Average House Price (seasonally adjusted) from Halifax, rather than the index value.

Is the halifax the one who are predicting house price falls for the whole year of 9% - when it fell 9% in the fitst five months?

Shame that Mike Ashley did not short HBOS instead of going long. It was reported yesterday that he has lost 200 million quid since October on his 'silly' bet. HBOS were at 880p instead of 275p today.
