    Nah, the prose style is a bit too sophisticated to be Chico. Also I don't recall him ever coming across as cynical, in fact just the reverse.

    Not entirely sure what the guy is rambling on about though. Withholding tax for a year or two seems a very sound way of buying a new car now, if a tad expensive and risky. Look at it this way - at least you're depriving the Government of the revenue, for a while, and that must be a good thing.
