In the context of the title it should be "The 80s rocked!!", not "The 80's rocked!!". General rule is it only needs an apostrophe if it belongs to the object in question (as in ownership).
e.g. Chris's tax code is blah, the hospital's patient list, etc.
Who's? Aren't natural language rules defined by actual usage rather than by some non-existent official body?
