Apart from a couple of notable exceptions the 80s were a terrible time for music. Stock Aitken and Waterman, Jive Bunny et al were the 1980s, horrible AOR anthems with too much synth. Self serving pop stars with preachy lyrics

In the context of the title it should be "The 80s rocked!!", not "The 80's rocked!!". General rule is it only needs an apostrophe if it belongs to the object in question (as in ownership).

e.g. Chris's tax code is blah, the hospital's patient list, etc.
