Do you really want to take someone who is from a dysfunctional background, teach them hand to hand combat, give them weapons training, contacts to access military materials etc etc.
IME someone who is delinquent and dysfunctional will come out of military service more so or at best, having the potential to cause a lot more damage than when they went in.
