Probably.

Either that or it defaults to not being able to receive PMs.

I try to reply and I get :-

XXXXXX has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

Is this blocked as we cant communicate with newbies until they get sufficient post count?
