Just was following white van on my way back and on its rear end which was pretty dirty someone wrote (you know, writing on dirt kind of thing) two messages:

1) If this van is driven properly... phone the police - it's been stolen!

2) Cleaned by the N.H.S.

Should I have phoned the police?
