At least someone here is bothering to think through an alternative model. here you are Denny an example of a logical thought out business idea that doesnt whine about anything.

First post here - worked with them last year. They weren't bad but did seem to take a while sending out contract documents.
Also had a minor issue where they kept messing up how many hours they were paying me on a few occasions - an email up the food chain sorted this out and everything was fine after.
Dodgy, have you not thought about putting together a development team with your own project manager into your client sites?
I have thought about this on many occasions. The networking effort to pick up this sort of business is to be honest beyond me. With software companies, agencies, outsourcing companies banging on every door the sales effort would be very time consuming. In other words it is very hard work and my energies as you know are concentrated elsewhere in markets where there are fewer competitors.
If current business goes according to plan then I will have the funds and time to give it a go.

well...the "employment business" thing does puzzle me a little.
Because as I understand it, these agency regs only apply to businesses that decide that they should - ones that think of themselves as people-recruitment companies, and want to be allowed to "recruit staff", perm or temp.
We proper contractors want to avoid that for 1000 reasons. When these EB's want to place a limited company contractor, be that MySmallCo or EDS, they have to abide by all the EB regs: including e.g. check the passports of MySmallCo's/EDS's employees even though all responsibility to supply the actual people is MySmallCo's so there's no personal liability. And that's because they've chosen to be "EBs".
Why don't I come across any companies that do a similar job, but specialise in putting clients together with IT supplier companies, large or small? These companies wouldn't be Employment Businesses, they'd be "supplier sourcing agents" or whatever. They could keep their business model of "the client pays us and we pay the contractor". They wouldn't be able to place individual people, but in return they would be able to get their slice of bigger pies, e.g. a project on which MySmallCo would supply a team of a dozen people, or carry out a £10m fixed price development, or a licence-based contract, or whatever. They wouldn't be restricted to 15% of whatever 1-bum-on-a-seat can bill.
