    Well that was a nonsense anyway. It takes somebody who's never done a real job in their life to think that a use it or lost it budgetary system saves money. It took HMG 30 years to find out that that it didn't and 10 minutes for some wet behind the ears politician to decide that he wants to go through the learning process again.
