They are proposing it because they know it is not going to change anything.
The system is exploited exactly the same way as it was before these countries' accession to the EU.
The gov knows it and don't care. If they lift the restrictions they will be simply acknowledging this fact.
FYI these countries were joined to EU for the very same reasons. - Grow and boost competition within the EU, which is to compete against the US , Russia , etc.
