If you read Freakonomics, statistically the most effectively way to prevent crime is to increase the length of sentences so that doing the crime became too unattractive.

Most people committing crime don't think they will get caught, so no punishment will be a deterrant for them.


They execute people in Texas, but people still murder.
They chop off your hands in the Middle East, but people still steal....
