A more likely scenario is that the techie that replaced a hardware card in the ATM itself didn't bother to re-activate windows. Useless feckers that most of them are.

This ATM belongs to a bank called VTB - they just had IPO on London Stock exchange for around 8 bln dollars, they sold around 22% of shares, pretty good valuation for a bank that was mainly used for Govt money laundering, I guess they decided to split the revenues with wanna be fools who think they will actually get them. Paying for software is not exactly one of their priorities, strange really because embedded Windows should be cheap like $50 per install or so.
