    If your taste runs to Java, IBM provide a "community" edition of DB2 and Websphere application server, which you can use alongside Java and the Eclipse IDE, the license allows for commercial development as well.

    Visual Studio Express Editions

    I've been playing around with the visual studio express editions for a while now, mainly visual web and VB developer and I'm really impressed by how much support microsoft are giving these. The fact that the license allows for commercial use aswell is even better (saved me a packet for sure)
