    Quite. As, rather stupidly, the size of the contingency fund has been made public, it is no longer a contingency as contractors' bills will expand to ensure it is used up. A contingency on top of that will be needed, and that will be another £5bn without even trying.

    remember the jubilee line trying to get finished by 2000 ?
