I had trouble once on a flight sitting next to fat member of an ethnic minority who occupied one and a half seats.

They could start through a voluntary exercise where the individual is asked to mark their weight on the tax return. Fat people should pay more road tax, tube, train and plane fares, as they are take more room and are bulkier to transport. It's only logical - if you are transporting goods you pay by weight, so why should porkers not pay more?
