OK website still lets me transfer and previously confirmed accounts are still on it. Uninstalling mobile app

Suddenly I can't transfer from Paypal anymore and I have to use Xoom, all my accounts that were set up disappeared WTF is this?
PS am using mobile app is it still possible on website?
