Isn't there a virtual agency re-seller like service? Where you match the contractor to the client and then they do all the back end processing / payroll type stuff?

Setting up a IT recruitment agency.
Can't be that hard can it?
Hire a few loud mouth twats on £20K yr + commission to drum up business and fill all the roles with immigrants on work permits who you threaten with deportation unless you pay them min wage. Charge them out at £300/day.
Must be a quick way to millions and a knighthood from New Labour from "solving the skills crisis"?
