I think they need to have some power to count as fascists, or at least have a credible chance of getting some. The BNP got about 0.75% of the vote in the 2005 election so I don't think they qualify.
Even when they do get a weeny bit of responsibility they inevitably muff it up:

Indeed, and mine.
I think it's time to send a message to the has-been political parties, and that is that we need a radical shift in the political arena.
Labour shafted the rich, the Conservatives shafted the poor, the Lib Dems don't even exist as a party anymore, and the rest, ie, the Greens, UKIP, etc are a one-trick pony and always will be.
Give the BNP a chance...they can't do worse than Labour (though admittedly that ain't difficult). We need dramatic change now.
Traditionally, UK mainstream voters have been middle of the road, and happy not to upset the apple cart. Most "middle of the road voters" I personally know are now completely fed up and would elect the BNP, if only out of spite.
Can't say I blame em.
