Tahoma or Arial wins it for me. Althoguh Tahoma doesn't look that nice on the screen, but when printed it's very clear.

Purely because it's supposed to be easy to read.
If the IRS uses it for tax forms for the average Yank, I reckon agents shouldn't struggle too much with it
