You cannot stop the underclass from procreating. Metaphorically they wander around with their distended genitalia hanging on the ground. Clothes full of holes, no teeth, home made tattoos. But they get more sex than you. They are completely driven by their senses and short term gratification. ******** is de rigueur in a cultural wasteland. Wander through these estates at midday and you will find people smacked out, watching daytime TV waiting for the dealers to drive around their delivery on tick- funded by shoplifting from the big supermarkets- and then selling the frozen meat in the pub. Stolen cars burnt out and abandoned in overgrown front gardens, caravans occupied in the streets by the overspill, horses wandering around, drug dealing rife. Yet, Gladys at number 76 still sweeps her section of balcony each day.
