It's endemic, my Russian-born partner used to tell me quite po-faced about her exam preps at Uni in her home City, she'd make sure she had her;

1. Pens 'n' stuff
2. Cheating things.

She said it was cat and mouse, pupils cheated, so tutors made questions impossibly harder, so pupils cheated more, ad infinitum.

And she still insists a Russian degree (diplom) is harder, her UK First Class Hons. Degree was a piece of piss even compared to even a cheated-for Russian one, she said.........
