He will get a deal, a meaningless unusable red card on a small subsection of benefits.
As someone said it's a bit like a football referee having to ask every premiership manager if it's OK to give a red card. The concept of being able to give it is there in reality it wont get agreement.

They won't. Sadly, these online polls will be massively overstating the support for brexit. Ultimately, even if Boris and Gove back a brexit, Cameron's opinion will be weighed far more heavily, particularly in combination with May et al. Once employers start to make recommendations to their employees, the status quo will be even harder to overcome. At this stage, there would need to be a solid and consistent lead for brexit of ~10 points in the polls to overcome the inertia of the status quo. The result would be totally different if we were being asked to join rather than leave. The best thing you can do is to vote leave and put a healthy wager on remain or short the pound now, as DP says, and then bid to catch the bounce.

Cameron's EU renegotiation dreams in tatters as he heads for last ditch crunch meeting with other EU leaders.

Papers report that UK on verge of Brexit.

Then, at the 11th hour, a breakthrough is announced, Cameron emerges triumphant, basking in the glow of his success claiming he has secured concessions which enable him to declare he will campaign for UK to remain in the EU (though the concessions won't be worth the paper they're written on).
